Hi there, a few things to check if you have not already. Have you double checked your base timing?, if running very retarded then that could explain some of it, when tuning did you bring it to the point of slight onset of detonation, then back if off 2 deg? ( if so what was the timing at the point of onset if pretty high then this could point to base timing out). Boost leaks, double check boost leaks, with IAT/Map setup your still keep your AirFuels even though their could be a big boost leak, this could explain the erratic boost pressure over 20 and lack of power. Were the Air Fuel Radios in check? From there it could be things like rags left in boost hoses causing on a blockage on one side, or a waste gate actuator not connected or set way different than the other side etc, this is a bit harder to check of course, but if you can easily move your Map senser to the other bank in the plenum, then you will see quite different boost levels at higher rpms (this would point to a boost balance issue - for what ever reason )
